why are adverts so loud?

when you are watching the tv (for example, about a boy)  why are the ads so much louder than the programmes, so much so that you have to turn it down when they come on?  i would have thought...

why pencil?

I have just been to vote.  Why do they make you do it in pencil, as it could easily be altered by being rubbed out, and i might find ive voted for someone else!
