Damp problems

Ihave a very small bedroom with damp all up one corner. The wallpaper is stained. As i am going to redecorate shortly is there anything I can put on the walls to prevent this a little or any advise...

problems with my radiators

I cannot have all my radiators on at once. I turn all the upstairs ones off and they are all piping hot downstairs however as soon as I turn the upstairs ones back on all the downstairs ones go cold....
