It's on sky/Virgin without it, why not Freeview? Can it be turned off? Any ideas?

My 24 hr news on Ch130 on Freeview doesn't have a signer.

I just watched the news on Channel 130 on Freeview and it did have a signer. But once the news bulletin finishes then the signer is removed.
