Kernel32.dll Problem

I'm trying to install Skype but get the error ...cannot get processor address,then all one word...getlogicaprocessorinformation.kernel32.dll c:/windows/system32.
I've looked for the file on my Windows XP disk and also on my hard drive but it's not there. Any help welcomed . thank you
