My partner is a sole trader (mechanic) he is wanting to employ another mechanic on a self employed basis. Is this feesable?

You can't employ someone to be self employed. There are 2 qualifications for self employment. One is the employment law and the other, and they are not the same, is that of HMRC. Beware getting caught from either side.
