Please provide as much info as possible, such as:- Is it permanently on your screen; Is it only on Answerbank; Are you able to click it out; What exactly is being said by the Ad; ????

If it is a normal ad pop-up caused by unscrupulous advertisers and website who host them, then you should be able to click to close it, and beware where your mouse cursor stops and rests in future (or use an ad blocker to save you the unreasonable hassle).

If it is not related to a webpage then you may have a malware infection. Try malwarebytes to scan your PC.
