If a passenger in a vehicle is not wearing a seatbelt and vehicle is stopped by the police - who will be fined - the driver or the passenger ?

If the passenger is in the front seat, the driver will be fined. If the passenger is in a back seat, the passenger will be fined.
That is adult passengers over 14 years of age.

Younger people it is drivers responsibility.
you have to wear a seat belt if one is fitted, it is the person in the seat's responsibility if they are over 14.
