Fraud of any sort is an offence, speak to a lawyer for the best advice
Report it to the police
How odd, so the Tax Office has sent you a copy? I presume it is classed as fraud.
How do you know, and how have you managed to see the letter?

The tax department sent me a copy of the letter after I told them I did not send it and the person who sent it used to be a friend of mine that's how I know the hand writing
In that case I would take it to the police and let them deal with it,
somebody has stolen your identity/ pretended to be you and surely that is fraud.
All you can do is tell the tax department that you did not send it and that the handwriting proves it is not yours. You can not say that you know who it, even a handwriting expert can only make an educated guess as to who it is.
If you tell the tax office it wasn't from you and they accept that, is there any reason to take it further?
sounds like someone may be impersonating/defrauding him, ff? I'd be quite keen to put a stop to it myself.
I am not sure it is fraud as there is no financial advantage from it.

Presumably they made embarassing or untrue statements about you or a relation ? All you can do it 'help' the Tax Office come to an understanding of your true tax situation.

Like if the letter says you have an income source you have not declared and owe tax on - then in assisting the tax-man you had better make sure that your tax return is up to date and accurate.

IN helping a neighbour in such a case -we got up to allegation no 4 before saying - look we know who is doing this....
