You could ring your local Police Station explain the situation and ask if they could get a car to drive by........and have a word with your neighbours.

I don't know if it is an actual offence, but why would you want to do it anyway?
Remember that just because you find them offensive it doesn't mean that they are legally offensive.

If they are legally offensive then call the police - but it seems to be a strange thing to do.

I would imagine it would depend on your definition of offensive!?!?
Is it yours or someone elses property ?.
Is it something you are intending to do yourself......or something you wish to complain about?
If the pictures were of a racist or anti-some religious nature you could be done under The Racial and Religious Hatred Act 2006.
I suspect there will be other types of offence such as pornography which would have similar laws.

Its on a property next to me and is a large flag of the middle finger and yes they are strange but children have been asking questions

I doubt a flag with a finger on it, however displayed, would fall foul of any of the things I posted.
However, if a flagpole has been erected without planning permission, that may be a problem.

Your only chance is it can be described as obscene material. I doubt it would be.
I would just explain to the children that its just silly people being rude.
Yes it is a bit rude, but it not really highly offensive is it?
Unfortunately you can see far far worse things than that on TV and in the Daily Papers these days.

I'm unsure one has to even say it is rude. Just dismiss it, say they have a flag with a hand on it and you don't know why they like to put it there. They must think it looks nice or something. Make an issue and that is what causes you problems.
if its likely to deprave or corrupt it is obscene and the law protects children so u could certainly argue yr case but can the cps get a conviction on all the evidence? he is certainly a public nuisance so possibly in breach of a tenancy agreement or covenant. make the kids all stand outside his house with their middle fingers up n get local paper 2 print.... shame him!!
