my toddler has got hold of the tv remote and scraked the whole wall with it to leave black lines everywhere, any ideas what will get this off without me having to redecorate?

A weak solution of washing up liquid might work, if not, try an equally weak solution of sugar soap. Good luck.
When you say "paint" you mean emulsion? if it was paint you could just wash it off, the type of paint would help people advise you better.
ps....be gentle with your rubbing on the wall if it's papered.
Try sugar soap!
I have had some success using a clean piece of Blue-Tack
Try scrunched up white bread.
Is the wall actually scratched? Has the paint/paper come off?
If its just emulsion a baby wipe might do the trick. It takes a small amount of the paint off, and hopefully the marks with it.
