You could seek your MP's help
Looks like your route of complaint is to the BBC. They in turn will no doubt have their own complaints procedure if you still aren't satisfied.
Well Ofcom are the regulators.....don't know if they will help
I agree with others in the fact the Ombudsman ahould be Ofcom, but I cannot find ANY reference to TV Licence on their website (that doesn't mean they don't cover it of course)
Giving them a ring my start the process,or they may be able to refer you.
On this page of the TV Licence site,is a proceedure for complaints:~

Scroll down to stage 1 to 3.
If you notice stage 2 onwards is taken out of the TV people's hands.
Now,you may have already seen this,or not be sufficiently confident in the BBC?
Personally,I would go to Ofcom first, and then see what happens.
Contact for Ofcom here:~

Good Luck.
Your MPs office will be able to find out who you need to complain to and ensure that your complaint is dealt with properly. Make them earn their keep!
Ofcom regulate the broadcasters and govern their licences to broadcast. They have no jurisdiction or responsibilty in regard of consumer TV Licensing.
rabbits66-----don't know if this will help.Got a letter today fromTV LICENSING,Customer servces, based in Bristol / post code BS98 1TL.
Phone number----0844 800 6702
Fax--0844 800 5816.

This letter was a reply to a query I made last week.
There is no personal signature on the letter, nor an address , it just ends Tv Licensing, Customer Services.
There is also a web site on the top. ---www.tvlicensing.co.uk.

You may have tried all this with your problem, if so apologies.Brenda.
This happened to me. In the end it stopped after I started writing insulting messages on their letters and sending them back - calling into question their ability to read, the intellectual level of staff (if you had more than one brain cell you'd be dangerous..) , comparisons with Delboy, Jobsworths, See you in court where you will appear the fools you are......etc etc
This is an example of mind-boggling ridiculous beurocracy (sp?).

A few years ago I lived in a house that had a name and a number and for years I was sent threatening letters from the TV licensing people and regularly had people turning up on my doorstep telling me I didn't have a TV licence.

Everytime it happened I showed them the licence which showed the house name, but because they slavishly followed their computers without applying any common sense they wouldn't accept the house name and the house number were the same house.

I lost count of the number of times I tried to get the TV licensing people to include the number of the house on the license, but their records only showed the house as having a name and therefore there was "nothing we can do".

Eventually I stepped replying to their threatening letters and just let it take its natural course. It eventually ended up with a senior person and (I still have the letter) he himself referred to the employees involved as "failing to appy a modicum of intelligence to a very simple issue".

These people are buffoons.
Good luck Rabbit. I had a spat with them back in October when i advised them that I no longer needed a tv license for my address because I had moved TV and computer out to my boyfriend's address. They said I needed to prove it by sending a copy of the tenancy agreement. I explained that I was keeping my property, but letting it stand empty for a few months until I could organise moving. I explained to them the burden of proof and in fact I didn't need to prove anything (and in any event, how could I produce a tenancy agreement/sale agreement when I was leaving the property empty?!)

I received a number of letters to that address with increasing threats. Now apparently, they are going to take enforcement action against me. I have called them everytime I received a letter, made a note of who I spoke to and ensured it has been noted on their system. I am expecting a summons anytime soon. My last phone call ended with me saying "OK, summons me, take me to court, see you there". I am awaiting their next stupid little missive and I just can't wait to see them in court. I assume that the day that my file was passed to the enforcement department another department was using the office brain cell that day.
Having just read the replys re tv licensing it seems to me they go in all guns blazing to ANYONE they deem to be in the wrong
My problem is I pay my tv license by payment card
I finished paying my current license around the end of January, ( current until 31/07/2014 ever since then I've been getting threatening letters as they now even telling me they are going to cancel my paid for license unless I start paying approx £7.00 every two weeks towards my next license
I'm sure there must be laws stopping them Can anyone advise please
Marc
