Looks like The Code Of The Road formulated by the great Nils Lofgren.
Hi- in what context has the query arisen? Is this part of your Geocaching puzzle?
Actually, i think I know this- it's mathematical code used in card tricks. I'll get back to you-something thing Malbrec
The de Bruijn sequence is what I was thinking of. Google it and have a look.
But douglas is just as likely as I am to be right
de Bruijn sequence (with k=2 and n= 4, I think)

Think of the ○ as 0 and the ● as 1.

Maybe my debruin sequence idea was a RedHerring. They seem to be grouped in pars. Maybe it's a binary code (translates to 0,3, 1,2,3, 2,2,1 etc in base 10)

My first thought was Morse code, only grouped in pairs rather than individual letters. Don't know which is dot and which is dash though.

The code is braille. There were 6 lines of braille mixed up through the puzzle. The braille needs to be put together in lines of 2 dots and along and 3 deep and then translated.
Ah, 3x7 . . . should'a known.
