qhat do policemen mean whe they say '10,4'???? please help me.....it's bugging me. :(

It means 'ok' or confirm - security use it alot to.
The "10" series of codes were made up by the US police to enable them to convey messages without the public being overly aware of what was going on (as the older communication methods were easy to hack into) 10-4 is indeed "message understood" or "Ok" and another common one is 10-61...tea break! for a longer list of the codes try here http://members.shaw.ca/t-nano/10codes.html
Ah, "10-4". Brings back fond childhood memories of watching Highway Patrol starring Broderick Crawford!
...like "10-10 till we do it again" from the days of CB Radio.....
Everyone above has of course submitted the correct answer but fogot to mention that 10-4 must always be followed by "'lil buddy"
