My question is, all the golf tdi engines are 1.9 so how can i make my 130bhp engine run at the same power as the 150bhp engine. Is it the chip that is different

VW tune the engines differently to produce different outputs. Whilst it is possible to "chip" the engine management system, this will normally provide a power increase of 10% or more, depending on the chip. It's impossible, though, to tune the engine to the same power & credentials as the 150bhp car.

fit a tunin box!! dead easy 2 fit and gives a big difference in power!!

mrhoot.com looks good. I am looking for a chip for my 130bhp A4 too. Thinking about going for this one.
I recently had an ECU remap to my Golf 1.8T which took it from 150BHP to 207BHP. Amazing power difference. Have a look at http://www.revotechnik.com/. For your model, it will take it up to 170BHP.
