Im Confused: Can Anyone Be A Writer? Or There Are Some Licenses/permits That Needs To Be Acquired First?

I own a website, I would want to ask some people (just ordinary people), to write any kind of articles that I can post on my Website on a regular basis, for a fee.

My question is:

1. Are there "only" people who have the rights to do it (real writers)? Or is anyone can do so (ordinary people)?

2. If anyone can do so, are there licenses or permits I/they need to secure first, or nothing at all? How is the process?

How to draft a very simeple agreement between me and my writer (template)?
Do I need the consent of any third party lawyer, legal counsel? Or it could be just between me and my writer?

I've written for magazines. There was nothing complicated from my point of view. I sent them an invoice and they paid it.

I take it you mean "poetic licence" pp? First I've heard of it...
If you have a site you can post anything you want as long as it is within the rules of the host.
If you have something that you wish to tell someone and you can string a sentence together then you are, potentially, a writer.

Don't think about it too much - just go and write.
I am sure I answered this question yesterday, questj, and I'm sure you've asked it several times now.
I suggest you just go ahead and do it.
Learning to proof your writing would assist you enormously.
