Yes, only Joe Hart. If you include the subs bench there were 3 English (Lescott and Richards) players, so that's 17% of the squad for the day was English which compares to a figure of around 30% for most clubs. But it's a squad game and some players are rested- so next time maybe Milner or Rodwell will come back in, boosting the English contingent.
For quite a few years most Chelsea and Arsenal (for example) players have not been English.
Man City used 10 foreign players to start and then brought on three foreign substitutes.

Don't they have an academy of up-and-coming younger English players?

I think Man City won the league in around 1968 with an all English squad. In those days teams seemed to get through a season using only around 14 players.
