Depends. Does she work?
Too little information, does she work, how old are the kids are they in full time education, has she any income ( A pension from her husbands previous employment etc)?? There is no one such thing as 'social security' there are a lot of benefits for different situations and they are changing almost daily at the moment. Best advice is to see a benefits adviser at the local CAB.
You asked this in November 2012, why hasn't your friend sorted this out - if she rings the up I am sure they will be able to help her.
