I don't think anyone could stop you. But (particularly if you or your neigbours have domestic birds) I wouldn't recommend encouraging them. The website has loads of good info and advice.

What do you mean ''IF'' ---- H5N1 has already been found in France which is a short hop for migrating birds so you can safely assume that it is already in the UK, it's just that nobody has spotted it yet.

To go off tack, slightly, there ain't going to be any epidemic of a human version of avian flu. This panic is perpetuated by the drug companies, who are happily making vast fortunes out of peddling their so-called vaccines. Since this scam started, there have been more people killed falling off bicycles than have died from contracting this ailment. So far, the only people who have supposedly caught this 'flu have lived in houses packed with chickens.
Did you know, that Donald Rumsfeld, the American politician, is a major shareholder in Roche, the vaccine manufacturers?
America purchased $1.2 billion worth of vaccine. Good for Donald.
