The answer to your question is ...No. However there is Windows live Mail and other E/mail Clients which you can use. :-

Outlook express was replaced with Windows Live Mail. Were you specifically wanting to use Outllok Express or just a free email client?

No you can't but you can use Windows Live Mail only if change the Net Frame Work settings to 3.5 from 4.5 . Open Control Panel find Windows Features Open that find Turn Windows Features On or Off open that and check the Net Framework 3.5 and then click ok. You can now install Windows Live Mail and set it up as in Windows 7.
