How can it be treated as a hate crime, when the motive for placing the item near the Mosque remains unclear?

When one reads some of the readers comments, it put on an entirely different meaning to the story, than some would have us believing.

Anotheoldgit, what do you imagine happened, some punter carrying a whole load of bombs dropped one by accident and no-one had the decency to let him know about it?
Imams and other clerics are often found near mosques and they are definitely suspicious items.
