Is it true soon all the marijuana cafes will be banned in Amsterdam in the future? If so then when?

I heard that marijuana was only gong to be legal for Dutch residents to buy, but, the cafe owners were going to go to court in Europe as they see it as discrimination against European non residents. Don't know if anything has occured yet though.
