Can any one give a guide price to remove a concrete floor, dig out the red clay base and replace with hard core and relay the floor in a 10 x 10 room.

Actually Zacs, Building Regs don't apply "retrospectively". You can't be asked to bring the floor up to modern standards. I would always take any opportunity to introduce or improve insulation. Not just for lower fuel bills, but for comfort. A great deal of heat energy is lost via a solid floor.

Depends on access, Sig.
Is it near the road?
Is there a door to outside?
Is there room for a skip?
Do you need a skip?

If access is good (and it doesn't all need to be done via a window), then £1500 - £2000.

What prep work would need to be such as clear room, remove skirting
That's good. It might well be a bit cheaper then.

Skirting boards off definitely. It can be done without, but it would be good to run the damp-proof membrane up the wall a little.

Have you considered incorporating some floor insulation?

No, for what purpose
To meet building regs. Presumably.
