Talking to a friend about mobile phone contracts he reckons his provider talked about "SIM Minutes" which are apparently shorter than "real" minutes. So if your contract allows 400 minutes, say,you might only get 350 actual minutes
I've tried searching the net for info, without success. Does anybody have any idea about this, or is it just some urban myth?

Not an expert but I did ask my provider this question. The answer I got was that the maximum is 400 minutes with each call a minimum of 1 minute. So if all calls are less than 1 minute you get 400 calls.

Well, back in the day there was per minute billing so even if your call was 30 seconds you were charged for a minute so your 400 minutes could become 400 seconds if you made 400 one second calls (theoretically). However I'm pretty sure everyone does per second billing these days.
