Towing a twin-axle trailer

My friend's Insurance Broker told him that if he tows a twin-axle trailer with a two- wheel drive car, he is not insured (Northern Ireland). Has anyone heard of this? Is it a legal debarment, a general insurance issue or a restriction specific to individual insurance companies?

i think different insurance companies have different policies on towing. some insure towing while others do not. maybe have the broker explain what kind of policy they offer.
