In my experience if bailiffs worked according to the law there would be little to criticise but they sometimes misled people into believing they had more legal authority than was the case and would sometimes gain peaceful entry by subterfuge. Any strengthening of the law is welcome, but people should understand the law relating to the powers of bailiffs and be ready to challenge them.

Some people have plenty of money but choose not to pay council tax/fines etc.
Not fair on people who do.

Possibly they were ojread2, the point made is that people should try to understand the powers that some bailiffs possess and challenge them if this authority seems to be exceeded.
