when i have a very poor signal on my phone it says it can do emergency calls only. how can this be? do the emergency services have magic phones?

no but any calls to emergency numbers have priority over any other calls

but my question is more aimed at how. how can i phone the emergency services if i have little or no signal.

Because the network you're on has poor signal. However, other networks in the area have a good signal and will accept a connection from your phone for an emergency call.
