I have read conflicting information. I wish to purchase a memory foam topper. I have an electric blanket, so should the topper be placed under, or over? Many thanks in anticipation.

On top.

though you may find you don't even need it, Memory foam is very warm on it's own.

If you place it over it swill affect the memory aspect of the memory foam for two reasons. One is that it will warm all of the foam and soften all of it and the other is that it will be between toy and the foam and not allow the foam to conform to your body shape. Placing it under is just plain dangerous.
I did away with my electric blanket when I bought a bed where the mattress had a layer of memory foam. It's so warm I don't need it.
I have seen advice that using an electric blanket and memory foam is not a good idea at all!
I have had a "topper" for 14 years and the purpose is that they retain the heat. If your feet are cold purchase some micowave bean bags. These I have used for 16 years before they became popular. My experience is having rheumatoid arthritis. Throw out the electric blanket
oh no electric blanket ahhhh, if you get a memory foam topper and still feel you need an electric blanket get the over blanket not the one you put under the bottom sheet.
