My father was sectioned under the mental health act and has to have treatment at a surgery 8 miles from the home every 6 weeks.
The NHS will no longer provide transport to that surgery and I have been advised he has got to go in a black cab type taxi so he can not get to the driver.
He is on full NHS funding.
When hospital transport was provided the last time I went with him at the request of the hospital and there was the driver and presumably a carer in the ambulance.
When I received the paperwork from the hospital it stated if I took him out of the secure home there must be at least 2 people with him and when I queried this with the hospital they said the carer in the ambulance counted as the second person even though there were about half a dozen other people in the ambulance.
I have now been advised I will have to pay for the taxi and for a carer to go from the home at a rate of £11.65 per hour.
Can anybody advise me if this is lawful as I was advised it would be unlawful to take my father out of the home on my own.

oh...and in response to your op....no, this isn't lawful - they are responsible for getting him there and back. end of.
Have Solihull council sent you a revised council tax bill for the next 12 months or is it a retrospective bill?
