I can;t see why there isn't TBH
If you're using a mobile to text/call etc then surely you have no control over the horse? Or as much as you do a car?

idd! Showing off it is - that's an offence in itself ;-)
You could argue that some riders never really have full control of their horse, mobile or not.

Ive not seen a rider on a horse use a mobile, I have seen many baseball capped persons doing it on cycles, now that imo should be an offence.

It was a question raised today
I think the jockey on the horse I backed last Saturday was using his mobile phone --------- to find out where the winning post was !!!
No offence as yet. Its easy to ride 'western', with reins in one hand.

I would assume if you are on a public highway the same offence takes place ie: 'not in charge of your vehicle' The same should happen to cyclists.
Lets put it this way, how much of a stick would the horsee horsee person make if were on your mobile & hit them?
