do i need a food hygiene certificate to sell home made cakes, teas, coffees, strawberries and cream at a pre-school event ?

No, not unless you are going to become a catering "business"

If you do, then you'd have to register as a "food business" with the local authority. Although you still don't "technically" need an FHC, you'd find it tricky to pass the environmental health inspection unless you had at least a basic food hygiene certificate.
Hi although you don't need one as long as you are selling you should do the basic food hygiene course just to cover your neck in-case anything goes wrong.
