Hot water but no central heating

I recently moved into a new flat. At first the heating and hot water worked fine. The past few days my radiators haven't been getting hot. The pressure is at about 2.
I tried resetting the boiler with no luck. When turning the central heating on the boiler doesn't seem to do anything I.e not fire up at all like it does when I use the taps.
The pipes underneath the far left on gets very hot and the far right one slightly warm.
Not sure if any of that is useful but anyone have any ideas before I bother the landlord?

sorry, don't know but you've had the radiators on this week???/ I am sitting here in a vest top and shorts and still sweating!
Maybe they're not coming on because the rooms are already hotter than the level set on the thermostat...........

Thanks everyone for your replies. Turns out yeah the thermostat was higher than the room temp doh stupid me. I just like my houses really hot :S
