IE and Firefox will not load mail other than slow connection, can't remember the wording. SHOULD I go with chrome?

Not sure if it is relevant, apologies if it isn't, but my Belfast landlord used to provide BT broadband. Now I'm no fan of BT's customer service but their broadband was very fast indeed. Now to save a few pennies he has switched to Sky broadband. The only word I have for it begins with S, ends in T and it isn't SOOT. It's not even fast enough to watch iPlayer reliably.
Mic I am don't understand tech at all. My main mailbox is using Outlook Express, but my spare is on Yahoo using IE9, and I never have any trouble with my mail.
It takes too long to download chrome
