Ive noticed on my seller account recently that I'm going to be charged the 10% final value fee for a phone I sold but the buyer could not pay so I had to relist. I ended up selling it but now have 2 final value fees for the same phone. Will one be refunded or have I lost out?

Contact ebay. I got my fee refunded for something that got lost in the post, so I had to give the person the money back.
It should auto refund
Did you use the 'relist this item' option?
You need to go to ebay help page and ask the first buyer to cancel the transaction. There is an option for this on the help page. You send the request and the buyer has to agree to it, then the transaction is cancelled and you get the final value fee refunded.
ojread2, no it will not auto refund , you have to ask for a cancellation and the buyer has to agree to it.

Also, because I have sold a few things recently in Jan, I was wondering when this next paypal bill will come out of my account.

It says on invoice 'Amount due as of 29th Jan -£0

New activity not yet invoiced- £24.59

What I want to know is when this £24.59 will come out? as its new activity not invoiced yet. Will it be in Feb or march? When I have somerthing to pay it usually comes out of my an account between 15th-21st of the month, but just not sure whether its feb or march. I'm guessing ir will be feb?

eBay will take the payment out 15 days after the invoice date, you can pay earlier by going to your account and doing a payment.
You have to tell eBay straight away if transactions don't complete - if you do this, they'll refund your seller fee once the cancellation's complete. You do have a timeline to do this, though, so you might be too late to cancel the first one - but give it a try.

My eBay seller fees come out on the 5th of the month, two weeks after they notify me of the amount - so your timescale looks about right, they'll take it around 15 Feb.
paypal deduct theirs from your payment at time of sale. so there will be no further paypal charges. ebay will mail you and inform you of their charge for the months transactions, and when it will be deducted from your paypal account or chosen bank account/credit card, so you will be given a date to within a couple of days.
