Now that wet and cold weather has arrived, I am seeing men (some middle aged) walking the streets wearing flip-flops, shorts and anorak. Is this odd and contradictory dress peculiar to South Wales or do men in other parts of the UK dress similarly?

No they dress like that around here too, not sure what the hell that is about but it looks ridiculous.
Perhaps they've just 'popped out' rather going 'out out'...

i did see a guy the other day in shorts and trainers, he was on his way back from a footy match tho
Pretty normal, it's not that cold yet.
easier to dry yourself than to dry clothes.
see some in London, one lovely chap had massive tattoos on the back of both legs, and was wearing these longish swim type shorts and a jumper over a t shirt, and the de rigueur flip flops, and a face full of studs, earrings, loops and sundry jewellery, grim
and forgot the sort of dreadlocks, or just unwashed for months, knotted hair.

One can wear flippes at any time.

They're perfect with jeans, coz you can kick them off in the pub.

I'm pleased that there are people evidently "protecting" me from some of the unbalanced people on here. Coo-ee, Ah yes!! I know you, from past experience, will you please leave me alone. I hope you have managed to sort out your life by now.
Surely that should be "shorts and an anorak". Your grammar needs work.

I don't think you need a capital a in "Ah" in the middle of a sentence above. I really cannot take you seriously with these catastrophic errors.
