The above was in my local paper. As a dog owner myself I find it totally disturbing that little more than children have no qualms about murdering a defenceless animal. What are they thinking? What should we do with these savages if they are caught? What actually will happen if they are caught?

They need to sell papers

They do that by pandering to the prejudice their readers in a way that makes them feel superior.

In this case to younger people

But it could be to people from other countries,
Older people (Grannies driving the wrong way around the M25),
Intellectuals (sorry boffins),
People from lower social classes,
People from higher social classes....

the print version may say young thugs, but perhaps the phrase was removed online for the reason everyone here has pointed out: there's no evidence that it was true. Nobody seems to have seen them, so how would anyone know?
