Why does it?

They have an addressed if they are unemployed they are entitled to job seekers etc and if they have children they are entitled to tax credits and child benefit.

Just like every other person in the UK!
Er... why? What are they supposed to do... starve?
If they're claiming housing benefit who's it paid to?
If they are renting the caravan, sandy, it would be paid to their landlord.
Yes. As boxtops says, they don't all own their own caravans.

For Funks Sake...
benefits for the person is one thing, but housing and council tax benefit for illegal homes seems a bit bizarre
they probably do, but they let it out to the person next to them and rent a caravan off the person the other side

once again people draining this country of benefits
I can understand the tax credits/child benefit but not housing or council tax benefits on an illegal site, surely by charging council tax the building/structure must be legal until proven otherwise? Sounds as though one department failed to talk to the other causing an almighty c*ck up, typical local and national government operating policy.
