I don't know if anyone can help. My friend is looking for an old toy, possible 20 - 30 years ago. All she can say is that it's metal and it spins around and it stays in whatever position you put it, gravity doesn't play an issue. It has long ends and something round, which is the part that spins.

Sorry it's vague, she wants to get her husband his old fave toy for Christmas.
