Seeing that Scotland has it's own Parliament and Wales and Northern Ireland it's own Assemblies, could they have voted against their countries involvement in the Libyan situation?

No they have very little power in reality, just expensive talking shops, another Noo Labour disaster area.
No, their devolved responsibilities don't extend to stuff like this.
The last 3 soldiers to have been killed in Afghanistan were in Irish Regiments, RIR, and the Irish Guards.
I don't think the people at Stormont would opt, out even if they could.
Yes, of course they could have debated it and voted against it, or indeed for it. Wouldn't have stopped the correct decision to help free the Libyan people though.
