I'm pretty sure I've asked this before but I don't think I got an answer.

I'm sure the BBC have one or two TV's in their studios so do the BBC also have to pay a licence fee? If so, do they just have a direct debit set up to themselves?

Aren't licence fees collected by the government? And yes they would require licence for every site.
Most of the "TVs" in a studio are monitors, they show the output from either a camera or the gallery, they can't pick up signals from broadcasts.
