Does anyone know if there are any regulations regarding laminated flooring in flats, as I think the people above me have put it in and when they walk around it sounds like a herd of elephants !

you might be able to do something under noise nuisance rules, a good place to start would be your local council.
PS are you on good terms with your upstairs neighbours? They might not be aware that they are making a noise, a demo can often work wonders.

I think if they don't allow it it's written in the lease or something...Don't quote me though...my friend is on the ground floor of flats and has it but thinks all of her fellow flat dwellers on floors above are not allowed it.  If it was driving you that mad you could call the managing agents as they'd probably know.

Yes, look at the web site of the ODP (office of the Deputy Primeminster).

There is a document called The Resistance to the Passage of Sound, The Requirements.  It has been produced pursuant to Part E of Schedule 1 to the Building Regulations 2000.

It only applies to certain buildings / dates etc.  It is supposed to set minimum standards.  There might be some other information on the site.

Talk to them and if no joy then get an ASBO served.
Yes, go the web site of the Office of the Deputy Primeminister  odpm.  There are guidelines on the construction of buildings & the transmission of noise vertical/horizontal.  Depends when the building was constructed.  I have just gone through this nightmare over the past 18 months.
