The purpose of the pet passport scheme is to keep rabies out of the UK. Since any rabid foxes (or wild dogs) in the Republic of Ireland wouldn't take the slightest notice of the land border between the Republic and Northern Ireland, it would be illogical to require pet passports for dogs moving between the two countries.

Confirmation is on the DEFRA website.
