Can you dial an 0800 number from abroad?

If not, can anybody advise what code somebody calling from the USA would need to dial to contact a UK organisation?

If you dial it then often you will get a message telling you what you should be dialling.
i dont think the 0800 numbers work when dialling from abroad. Youd need to use the standard landline number for that company
Most telcos aboard will support calling 0800 numbers in the UK by simply putting the 0044 on the front of them, they will not be free though and the person in the states will have to pay their standard international call charges.
