There are no 'rules' about recruitment agencies anymore and pretty much anyone can set one up.  There are courses you can go on if you have no idea where to start - http://www.rec.uk.com/rec/training/startup-course.aspx

cost wise to the client and to your worker.  An average temp (driver) gets about (depending on area) 6.00per hour.  an agency can charge 45 - 52 % commission on top of that hourly rate.  they invoice the client for the total amount (hr rate + commission rate).  You then pay your workers.

Obviously you need to vet your drivers on their licences, if they use tachograph etc and they market them out accordingly.

You will need to invoice the company with a description to pay within 7 days (they never do though !)

You'll need one of these too. Buy a proper version to frame in your office http://www.opsi.gov.uk/si/si2003/20033319.htm
