National insurance

Forgive me for posting this on chatterbank but I was not quite sure what it should have come under.
My granddaughter was born in England but has lived in Italy now for many many years,
she is registered as an Italian citizen and has an Italian passport, she has just started a one year university course in Cambridge and is living with us for the duration of the course, she is now 20 years old and decided to get a small part time job to help pay for petrol Etc. the landlord of our local pub has offered her 2 or 3 evenings a week as a waitress in his restaurant but says that he will need her national insurance number but of course she does not have one.
I know that EU citizens have the right to work over here but how do we get around the NI number problem?

Thanks for the great info Mazie, she is at uni at the moment so have printed out all the relevent bits for her to look at tonight, thanks again..
a pleasure...I think the helpline would be the best bet
