I have just been looking at the party wall act. Section 26 regarding the excavation of new foundations in relation to nearby buildings and their foundation depths. In the 6 metre rule, would excavation take into consideration the use of piles and their depth?

The PWA comes into force if (amongst other things) you are excavating near a neighbouring building (section 6). See part 26 of the following excellent guide:

I dont believe that PILES require excavating in order to fit them.. though that could depend on the type being used!
