if a person books a holiday say, a year ago for herself only but it is a double room and at the last minute decides to take a friend, is this possible if it is a safari holiday

it will depend on the holiday. Can you get plane seats? If you were staying in a single tent/room, have they still got doubles available? You may find prices have gone up in the meantime; on the other hand you might get a refund on any single supplement you'd paid. Give whoever it is a call.
