Yes seems to be the case. If people are that troubled by paying in advance though why don't they save the money that would go on weekly payments and pay monthly instead.
Coobeastie they don't have the money don't forget the figure of was it £5.80 a week plus they will be paying for gas and electric at the higher rate. People who pay for gas and electric weekly or on a fortnighly basis pay a higher rate ask anyone who has a prepayed card meter how they go on. Now if the person was on benefit of say £68 a week do you think they have money to put on one side. If you had to live on a small income you would understand that there is no spare money left.There are people on this site who have come out of work and found out how difficult it is to survive.For every story in the daily papers about how much someone gets and they live the high life there are a few thousand that you will never read about.

People ignore, flout or do not comply with laws they consider bad, all the time. Which is why we no longer have Community Charge (Poll Tax). Many considered it unfair, so they demonstrated against it, refused to pay it or lobbied their political party to abolish it.

That wasn't arrogant or disrespectful. It is our duty as citizens to guard against bad laws, and do our best to get them revoked.
