USA visa query..Removal of DNA/Photo/Fingerprints from UK police database

If a innocent person was succesful in getting their DNA/photo/fingerprints removed from the UK police database would that person still have to declare that they were arrested on their ESTA form and therfore
make a personal visit to US embassy in London to get a full visa or could he/she
enter USA on Visa Waiver. In other words can one assume that no arrest ever took place and avoid applying for a full visa?

In US law yes you would have to declare it in just the same way as you would have to declare an offence for which you were arrested and found not guilty in court.

In reality it does sound like there's no way they would ever know if you didn't
Contrary to popular belief, also contrary with the Embassy in London, you can still travel to the USA if you have been arrested for only 1 crime which does not involve moral turpitude.
