Mondeo 2000 Diesel Turbo not coming on

Mondeo 51 plate 2.0 diesel with fixed vane turbo. There is a lack of power in higher gears and the turbo unit does not kick in in any gear. Have checked vanes on turbo and they are running freely. Is the actuator vacuum activated or pressure activated? When I remove the hose to the actuator, There is air pressure not vacuum, which increases with revs, but the actuator does not activate with hi revs. It will activate when an air line is connected - very weird!! I always thought the acuators were vacuum activated. Could the turbo not kicking in be the problem with lack of power? and does anyone know if the actuator is supposed to be vacuum activated??

Check the hoses thoughly, have they hairline cracks in them?

I have checked the hoses briefly, not thoroughly and intend to do that shortly. Do you know whether the actuator is vacuum activated or pressure activated ?
AS a Norm the turbo kicks in around 16-1800 revs, I will be corrected if I am wrong but I'm sure its pressure. ( We will soon find out!!

OK time to check the hoses properly. Will post result
Get someone to de-press the Accelarator whilst you check under the bonnet, if it's a pipe you should hear it.
