can a car dealer sell a car (£1400) 'sold as seen' and no warranty?

Sorry...hit the enter button too soon.
Problem is the bonnet only holds on the safet catch but won't lock into place.
Any suggestions welcomed.

Either the spring catch isn't working ( cable could be stuck or catch needs freeing off) or the male plug that enters the catch needs adjusting lower so that it fully enters the catch. lock nut on view needs loosening then screw plug out and re-tighten the locknut when finished.
